We're getting some errors trying to access HELP from various sections, such as

http://dashboardhelp.bluecamroo.com/SetupWorkflowEmailDetail

which gives:

Sorry, an error occurred while processing your request.

Thanks for reporting this missing link. 

You should now be able to bring up the appropriate Help page for the Send an Email details page in Workflow Rules.
